Hello,
We are having trouble with certain messages deliverying to other domains on
the Internet. A telnet test from the Exchange server to multiple SMTP servers
(mx3.hotmail.com, etc.) show the following and will not accept HELO:

I understand this is because of a firewall issue. My question is: Why does
some mail deliver correctly and other mail sits in the queue... unable to
make a good connection to the receiving SMTP server.
