Delivery to the following recipients has been delayed

Hi.
I've got a SBS 2003 and Exchange 2003 configured. The e-mail accounts are
from an ISP. So, mails are downloaded by the POP3 connector. The mails are
sent via smtp without going through a smart host, I mean, DNS is used to
delivery mails. I don't use the smart host because I had some problems a few
years ago and I saw that using DNS was ok.
It runs well, but not for all the domains. I don't know why but with some
domains, the server doesn't send the e-mails and the user gets a NDR like
this one:
This is an automatically generated Delivery Status Notification.
THIS IS A WARNING MESSAGE ONLY.
YOU DO NOT NEED TO RESEND YOUR MESSAGE.
Delivery to the following recipients has been delayed.
(E-Mail address blocked: xxx@xxxxxxx)
Where xxx@xxxxxxx is just a fictitious address just to understand the
problem.
What could be the problem? How can I fix it?
Thanks in advance!
M.G.
