Assign these two permissions explicitly, and if you are still not able to
access mailboxes; restart the Information Store service to clear cache and
try again.

In Exchange System Manaer, open perimissions for mailbox store in which the
mailboxes are moved, click on advanced permissions and assign Send As and
Receive As permission for Administrator.

This is a repost from a few weeks ago - still hoping for an answer. I have
edited post slightly with more information.
Customer had existing Exchange 2003 server (SP1). We added new 2003 server
(SP2) and moved all mailboxes. All fine - users logging on OK. There are 2
domain controllers - both W2000 SP4
Problem is, administrator can no longer open other peoples' mailboxes as
before. Looking at the permissions at the "Mailbox store" level,
administrator definitely has permissions and the "deny" option is NOT ticked.
When trying to open a mailbox folder we can browse to the user OK from the
GAL but get the error "Unable to display the folder.The Inbox folder could
not be found."
Same error happens if you choose Calendar etc. Same for all users. There are
also two other admin users who had full permissions before who also now canot
open other mailboxes.
The servers were rebooted after the mailbox move. The old server is still
online but does not have any mailboxes on it.
We have tried running the delegate permissions wizard for one of the other
users who had permissions previously but now doesn't. We removed this user
from the list and then re-added. This did not resolve the problem.
I tried to remove the administrator manually from the permissions list but
it won't allow this as it says the permissions have been set a higher level.
I even get this at the "First Organization" level but I don't know where this
can be inheriting from as this is the top level. I don't want to disable
inheritance if I can avoid it in case it causes more problems.
Any advice is welcome.
