I figured out what was causing the spam filter from working, it turned out
that since the entry point was a 2003 server which passed it to the 2007
server. This made all messages appear to come from an internal source. When
we switched the order and made the 2007 server the entry point the spam
filters worked.

I have the same problem - I tried to enable content filtering on
internal, authenticated messages and it doesn't work. Accoding to

it should work if you run the command Set-ContentFilterConfig -
InternalMailEnabled $true. It doesn't - even if you set it to reject
messages with a value of 0 it still lets them through.
Even if the mail is internal, with the command I gave above, the spam
filtering should work. In my case authenticated users are dropping it
directly into the 2007 box but I want to do filtering on it.
