Here's more feedback regarding questions 5 and 6:

To test this, we are re-imaging one of the three PCs that has this problem.
Will let you know if this makes a difference.
"6. At last, Please turned off the realtime scanning of emails on the
Exchange server side and on the client side. Please do it on both side and
see if there is any change. "
I'm turning it off on the client side first. Not sure we can turn it off on
the server (change management issue). Will let you know if it makes a
difference.
If none of the above changes make a difference, I'll follow up with the
clean reboot. I'll let you know what happens. Thanks for your help. PLease
stay tuned for an update.

From the description, I understand the issue is that you have blank email
body on some users.
If I am off base, please don't hesitate to let me know.
I.Based on you description, your issue is really weird for us. To make sure
the situation of the issue before we decide our troubleshooting direction,
could you please help me collect the following information first:
1. Dose this issue only happen when the emails sent from particular sender?
2. Dose this issue only happen when the emails sent to particular recipient?
3. If you check the emails in OWA for that problematic user, will you
encounter the issue?
4. If you create a new email account and configure the new account in the
Outlook on the problematic machine, will the issue happen?
5. If you configure the problematic use account on other client
workstations, will the issue happen?
6. At last, Please turned off the realtime scanning of emails on the
Exchange server side and on the client side. Please do it on both side and
see if there is any change.
7.To isolate the issue, I suggest that you perform a clean boot on the
server. A Clean Boot will allow us to isolate any device drivers or
programs that are loading at startup that may be causing a conflict with
other device drivers or programs that are installed in your computer.
You may run the following steps to perform clean boot:
a. Click Start, and then click Run.
b. In the Open text box, type MSCONFIG then click OK.
c. On the System Configuration Utility window, click the Startup tab and
click the "Disable All" button to remove the checkmarks from each line in
the list.
d. Then, click the Services tab, add a checkmark to the "Hide All Microsoft
Services" item then click "Disable All".
Note: This disables all third party service items.
e. Click the OK button and restart your computer. Please ensure that all
the third party related services are stopped (services.msc) on the SBS
server.
f. Then please monitor the server to see if it helps.
II.If issue persists,send me the log file "C:\Program
Files\Exchsrvr\(Exchange server name).log". please compress the log file
and send to me at v-jaluo@xxxxxxxxxxxxx
