Moving public folders

I am attempting to migrate my organization to a new Exchange server
(hardware upgrade). Everything has gone quite well until I tried to move
the public folders. I initially went into Exchange Manager and told it to
create a replica of each folder on the new server. After 24 hours, when
they didn't appear on the new server, I tried to use the pfmigrate tool. It
told me that all the replicas were already moved to the new server. My
users, however, were telling me something different. They are logged in to
the new server and the DO NOT see any public folders. Nor do I see any
listed under the Public Folder Store in System Manager. They are all still
listed under Public Folders on the old server, but no replicas are listed on
the old server either. I have managed to recreate the replicas onto the old
server, but that still leaves me with no public folders on the new server.
What am I doing wrong?
