Because of the updated store versions greater or equal to 6619.4,
granting permission at the store level will not implicity give your
service accounts send as rights anymore. You will need to grant this
at the user object level in AD per your article http://support.microsoft.com/kb/912918/en-us.
You only need to grant Send As per RIM.

1. RIM tells me (In task 4) to give permissions at the Exchange server
level. Microsoft tells me to give permissions at the Exchange server
level and on every mailbox stores. Can someone explain to me why
microsoft suggest to give both permissions?
2. RIM tells me to (In task 5) to give Send As permissions to users
objects in AD.
Microsoft tells me to give Send As and Receive As permissions on users
object in AD. Are the Receive As permisssions necessary on the AD user
object?
Thanks in advance for clearing up my confusion.
