Send As, Blackberries and Confusion

I've read two documents regarding Exchange 2003 permissions to assign
to the BESAdmin account.

1. RIM tells me (In task 4) to give permissions at the Exchange server
level. Microsoft tells me to give permissions at the Exchange server
level and on every mailbox stores. Can someone explain to me why
microsoft suggest to give both permissions?
2. RIM tells me to (In task 5) to give Send As permissions to users
objects in AD.
Microsoft tells me to give Send As and Receive As permissions on users
object in AD. Are the Receive As permisssions necessary on the AD user
object?
Thanks in advance for clearing up my confusion.
