There's a patch for the Time Zone Data Update Tool for Microsoft Office
Outlook (KB 933146) that lets users run this using the /ONLYCREATEDPREPATCH
option. When this is run on a client workstation, the tool detects when KB
931836 (time zone update) was applied to the operating system, and only
updates items in the affected period that were created before that.

2. Yes, as long as you rebase only appointments created before user
workstations got their KB 931836 time zone update as described above. Else,
even appointments created with new DST 2007 time zone rules will get wrongly
rebased, as explained here:

just to be clear-this option is designed to circumvent moving any
appointments that were created after the KB931836 updated was applied?
What is the impact on recurring appointments, since it is stated it
will only rebase single instance appointments in KB 933146-or are
those automatically adjusted somehow?
