Now you are saying to run the exchange tool before the Feb 2007 Update?
I thought it was Feb 2007 Update, Exchange tool, then CDO update.

This does indicate you should run the Exchange tool before applying the DST
update on Exchange server.
1. Rebase appointments
2. Apply Feb. 2007 Cum. Timezone Update for OS
3. Apply Exchange CDO update
