Well,
I gave up, went to get some lunch and Starbucks, then tried all the steps
again, with no luck.
So, on my server (SBS 2003 SP1), I created a new user called Exchange DST
and gave that user full permissions to all mailboxes, just as I had with my
wife's account. I then made that user a local admin on my workstation, then
I logged into my workstation using that account, logged into Outlook, closed
Outlook, and then ran the configuration tool (version 2) under the
ExchangeDST account to create the batch file, then ran the C:\Program
Files\MsExTmz\sbs2003\MSExTmz_1.bat batch file. These are the same steps I
did with my wife's account.
It worked perfectly. I have no clue why the same steps using my wife's
account failed to work. My wife is a member of the Power Users group, but
other than that, I am lost as to why it now worked.
I do know how I will be doing it in the future, though!
Thank you for all your help.

I assume that since the tool will not install on the Exchange server
itself, you mean that you need to log onto a workstation in the domain with
the account that has full access to the mailboxes.
In the ESM on the server, I added my wife's account to have full access to
all mailboxes. I made her a local admin on my workstation, then I logged
into my workstation using my wife's account, logged into Outlook, closed
Outlook, and then ran the configuration tool (version 2) under her account
to create the batch file, then ran the C:\Program
Files\MsExTmz\sbs2003\MSExTmz_1.bat batch file.
I get errors for both of our mailboxes in the Errors.txt file.

When I log back into my account and into Outlook, recurring appointments
in the extended DST period are one hour ahead.
Maybe I just do not understand what the tool is supposed to do. I thought
it was supposed to automatically correct appointments in the extended DST
period to fix the time. Is that not what the Exchange Calendar tool does
(http://support.microsoft.com/kb/930879/en-us)?

You have to logon to the server using the exchange account that has full
access to all mailboxes. I used my backup account.

use Exchange calendar update tool version 2. it's very fast. it
updates 1000 mailboxes on one server less than 30 minutes vs verion 1
it took 2 hours to update 200 mailboxes
http://support.microsoft.com/kb/930879/en-us
It doesn't open Outlook in v2.

The account I'm using has full mailbox access and send as rights. I
tested
this by logging into the mailbox of the users I'm trying to modify and
sending an E-mail as that user. Any assistance is greatly
appreciated......- Hide quoted text -

I had this same issue- but I did not selelct Extract Recurring
Meeting Time Zone
This allowed the .BAT file to run without issue and it generated the
log files for the users that had the changes applied. I have been
unable to run this too successfully with that box checked. I am not
even sure what this does because all of the Recurring appoinemnts
changed when I ran the tool with success....- Hide quoted text -

Let me clarify.
The tool runs fine if you leave the box unchecked for Extract
Recurring
Meeting Time Zone
.
