Ed,
Should I re-create only the system folders that were orginially deleted?
Also, when I create a system folder all the data that was previoulsy
contained in the original system folder is lost. How would I restore the
info? Make a .PST file before I start the process?
Will this process remove all the data in the Public Folders? Thanks!

he's restoring back a folder when the tombstone is still present so it gets
deleted again.
You can recreate the folder from scratch, which isn't a big deal because
everyone's Outlook will repopulate it fairly quickly. Follow this procedure
to recreate the system folders that you need to recreate:

Based on my research, the error may related to the permission issues and
it
may because of the corrupt public folder store.
To resolve this issue, I would like to suggest that you backup the
contents
of the public folder and then rebuild the public folder store as the
following steps:
To back the public folders:
Log on Outlook with an account that has read permission for all public
folders. Then save Public Folders to a .pst file.
To rebuild the public folder store:
1. Dismount the public folder store or you can stop the information store
service.
2. Rename the file pub1.edb to pub1.edb.bak and pub1.stm to pub1.stm.bak.
The files are under C:\Program Files\Exchsrvr\MDBDATA folder.
3. Try to mount the stores.
4. The system then will recreate the edb and stm files automatically.
Then, use the Outlook to import the public folder to the Exchange server
from the PST file.
