hello,

yes, they do host the DNS, the ISP host the Reverse DNS and someone else
host the Forwared DNS they host the domain as well,
who should be able to fix the problem the ISP or the other one.
and I am not sure how to set up outlook express to use MX, can you please
explain.

Your ISP should fix this for you (if they host your DNS).
As far as can't send to certain domains goes - setup Outlook Express
somewhere to use MX of one of those domains as server for outgoing mail
and send something to them. You should get some meaningful error message.
