You can use the Custom Weighting feature in IMF v2/Exchange Server 2003 SP2.
Check the Release Notes for more details - need to create an xml file
(syntax in Release Notes) - use those keywords to lower SCL to MIN
(minimum).

If only you knew what other messages were also blocked! Or why the IMF
was doing what it was doing! :-)
