Hi MarkC, more than likely it's an IIS issue - I had a similar problem
and used this:
http://support.microsoft.com/default.aspx?scid=KB;EN-US;831464

Only use this fix of the description matches your problem exactly...

I have a customer that uses OWA 2003, Recently we started having a problem
displaying the OWA web page correctly. I can login just fine; however, none
of the buttons or controls are displayed. Exchange itself is running fine
people can POP & IMAPI with no issues, just OWA will not allow users to get
to thier email. I have checked the "Anonymous access" option, it is enabled.
I have also looked to make sure "Authenticated Users" has permissions to the
Exchweb virtual directory in IIS (6.0) as well as checking NTFS permissions
per KB Article 812614. All a no go. What am I missing, can someone please
help I'm getting beat up something fierce!

Happy Holidays
