This makes me believe that there is something in the email or email header
that Exchange is not interpreting properly.
Constructing MIME-encoded messages isn't always done right. Without
looking at the message (the whole thing) two things come to mind. One
is that the message lacks the necessary MIME headers. The second is
that they've put the HTML message into the message prolog and not into
a MIME body part that identifies it as HTML.
