Also make sure that it is part of the Exchange Enterprise Servers group as well.

By the way I deleted the sites and it appears to have corrected but thi is
not optimal I need the sites to schedule replication
now I am getting this error

Servers,cn=Users,dc=woodstream,dc=com'. System Attendant is going to add the
local computer into the group.
And then I get:
Microsoft Exchange System Attendant failed to add the local computer as a
member of the DS group object 'cn=Exchange Domain
Servers,cn=Users,dc=woodstream,dc=com'.
The Server is in the Exchange Domain servers group
