can't see properties of email addresses in OWA

OWA for Exchange 2003

One of my user has reported the following:

In OWA, when he opens a received email, he can right-click on the
SENDER's display name and select Properties and see the sender's email
address. HOWEVER, if he right-clicks on any of the display names in the
received messages's TO: or CC: fields, the properties page does NOT
show any email address.

If he opens the SAME received message in his Outlook (has an Exchange
connection), he CAN open the properties page for the TO: and CC:
display names and see the respective email addresses.

I have duplicated this with my own account.

Is this behavior by design, or is there a bug in OWA? (or is it an
"undocumented feature"?)

Any help would be appreciated.
