Did you ever install IMF v1? If yes, uninstall it first. Not sure if it's
installed? Check \exchsrvr\bin folder - do you see MSCFV1 folder in it? If
yes, you still have IMFv1 installed. If you don't see it in Add/Remove
Programs, you will need to reinstall IMFv1, then uninstall it, and apply
Exchange Server 2003 SP2 which includes IMF v2.

I am running Exchange 2003 SP2. Do I need to be in Native mode to take
advatage of this. I don't see an option in my Virtual SMTP servers.
