Adding another IP address and testing with a new SMTP VS instance would
perhaps be a less disruptive change than deleting the default SMTP virtual
server instance - which I wouldn't recommend.

Also try to remove the IP address you have in there, restart smtpsvc, check
the IIS Metabase whether the change was replicated. At times these won't if
the DS2MB key is corrupt. If that's the case, you can delete the key from
the metabase and then restart services. The key gets recreated.

This is a live server. Not too keen on messing with another IP address but
might give it a try if there is no other option.

Do you think deleting the existing VS and recreating it will help. And is
this likely to cause a catastophy?

As a test, try creating another SMTP virtual server (by adding another IP
address to your server and having new SMTP vs instance use that), and
allowing the PC's (that wants to relay) ip address to relay. Does that
work?

Yes I have been restarting SMTP Service after each config change.
Tried allowing IP address range.
Tried allowing Domain.
Checked everything else I can think of but obviously missing something.

I had Server 2003 and Exchange 2003 and was able to allow a PC to relay
throught Exchange because it has an accounting program that sends out
invoices directly from the program. I just added the IP address of the
computer it is running on, to be allowed it the Relay Restriction
options.

After uprgading the server to SBS 2003 I did the same thing and it
doesn't seem to be allowing it to relay. I tested allowing open
relaying and the accounting program can send out mail but when locked
down with the IP exception allowed it won't.

Any suggestions appreeciated.
