Transaction logs growing despite circular logging

Tech-Archive recommends: Fix windows errors by optimizing your registry

We are running Exchange 2003 SP1. Even though I've enabled circular
logging, the size of transaction logs are still growing. Any idea. I
haven't dismounted and remounted the storage group since I checked the box
for circular logging. Is that the reason?

Thanks.
