I think the option is only there for Exchange 2003.
No - it should work for E2k too. Did you look?

Hi all,
I need to change the client permission settings of all folders under
public folder (300+ folders totally) to include several new users.
It's very time consuming to do it one by one. Are there any free
utilities to propagate the changes from root folder?
We are using MS Exchange 2000.
Thanks,
el.
Right click on the top level folder you wish to change - there's an
option to propogate settings, and you can choose "client
permissions".
