Actually, "pigeon" is our mailserver. "Queue" is, I believe, our ISP
mailserver. Why would our mailserver be unavailable? Some SMTP mail
is coming in, some isnt. I know its not COMPLETELY unavailable... Any
ideas on where I should start looking for the problem?

none of which appears to be Exchange. "pigeon" appears to be some kind
of firewall, "queue" looks like ISP mail server. What could be happening
is that when "pigeon" is unavailable for whatever reason, sending
server attempts "queue" which rejects the message (because it is not
setup to accept mail for swu.edu). It really rejects it - I just tried that.
