Yep, if you really want to host you should be using the HMC solution and not
trying to self host as you will run in to nothing but permissions problems,
not to mention the more you host the more manual administration nightmares
you will have.
The reason why you are not able to do it is because the permissions are too
restrictive and check names is failing to read from the active directory.
Users pull from the gal or OAB that is associated with their mailbox store.

I m running an Exchange 2003 organization across 2 domains. We have 2
exchange servers. One server hosts mailboxes for one company while the
other
server hosts multiple organizations(companies). Both servers are under the
same administrative group. We've created 1 Global Address List (GAL) for
each
company according to http://support.microsoft.com/kb/822940/ . We want to
use .prf files to automatically configure Outlook 2003 profiles. The
problem
I'm running into is that .prf files seem to only use one of the company's
GALs to find valid mailboxes. If the user is in another company then
Outlook
says "cannot match name in address book". If the user is in the random GAL
that Outlook decides to use everything is fine. The same thing happens if
a
manually configure Outlook.
How can I configure the GALs so that a .prf file or manual Outlook
configurations search can search through all GALs? Is this a security
permissions thing?
