See . . . that's why we tell people to talk to the right people.
You can by CALs in small quantities, you can buy CALs in large
quantities. You can buy ECALs. You can be a volume licensing customer.
You can be a Select customer. You can have an Enterprise Agreement.
There are lots of ways to buy licenses and you'll pay different
amounts for the same CAL.
In general, Exchange CALs are licensed per user or per device, not per
mailbox.
