slow mail queue and bad time submission

I am running MS Exchange 2000 with SP3 on a Windows 2000 server SP4. I
have one outbound queue which is normally delayed. All other outbound
mail goes out fine. I also notice that the time submission is off by 2
months. I have checked the DNS lookup on the receipient address and it
resolves fine. What seems to be the problem with the slow email for
that one queue? Also, who controls the time submission as I have
checked that all servers are running the proper time and date.
