Thank you for posting here.
From your post, my understanding on this issue is: You create a new MailboxManagement Policy on Exchange Server without work, by which you would like
to remove items in mailbox older than 6 months. If I'm off base, please do
not hesitate to let me know.
Based on my experience, let's follow the steps below to troubleshoot the
issue.
Step 1: I am wondering how many Recipient Policy exists in Exchange System
Manager. This issue can be caused by overlapping policies. Only one mailbox
recipient policy can be applied to each user. If you have more than one
recipient policy applied to a user, make sure that the recipient policy
membership does not overlap. If two mailbox recipient policies are applied
to the same user, the priority of the recipient policies determines which
recipient policy is used.

So if there are multiple Mailbox Management Recipient Policies for the same
user object, please ensure the Recipient Policy you would like to work on
specific mailbox has the highest priority.
Step 2: Please verify the user object appears in this specific Recipient
Policy.
In Exchange System Manager, right click the Mailbox Management Recipient
Policy, click Properties, in General tab, click Modify button, click Find
Now, verify whether the user is listed).
Step 3: Please verify whether items in mailbox Folder you would like to
remove by this Policy is older than 6 months indeed.
Mailbox Manager examines the following MAPI properties to determine whether
to process a message. If any messages are more recent than the age limit
that is imposed by the Mailbox Manager recipient policy, the message is not
processed:
Note Mailbox Manager examines the properties by using the "AND" operator.
Therefore, all properties must meet the criteria.
1. PR_MESSAGE_DELIVERY_TIME
2. PR_CLIENT_SUBMIT_TIME
3. PR_LAST_MODIFICATION_TIME
Mailbox Manager verifies that all three dates are older than the threshold
that is set for cleaning. If all three date properties are older than the
age limit that is imposed by the Mailbox Manager recipient policy, the

A point our customer may miss is attribute PR_LAST_MODIFICATION_TIME. Let
me list a scenario to clarify this point.
For example, I configure one Recipient Policy for mailbox management with
the following rules:
1. Items in Inbox Folder are moved to Deleted Items Folder when they 1
month old.
2. Items in Deleted Items Folder are moved to Deleted Items Folder when
they 1 month old
I receive a mail in Inbox in July 1st, then in August 1st Mailbox
Management will move the item to Deleted Items Folder and mark the
PR_LAST_MODIFICATION_TIME as August 1st; it means Mailbox Management will
permanently remove the item in September 1st.

1. Double-click the Mdbvu32.exe file, and then select the proper profile
when you receive the prompt.
2. In the MAPILogonEX(MAPI_LOGON_UI) dialog box, click OK.
3. In the MDB Viewer dialog box, click MDB, and then click
OpenMessageStore.
4. Click Mailbox, and then click Open.
5. In the MDB Viewer dialog box, click MDB menu, and then click IPM Subtree.
6. Double click Deleted Items folder in Child Folder list.
7. Double click the item which you think should be permanently in Message
in folder box, verify the following three attribute values.
If any of these three date properties are not older than 6 months, the
message will not be precessed.
