I created an account in AD on the exchange 2003. For some reason the
new user account does not have a SMTP email address. I check the
recipient policies and it has %1g%s which should automatically
generate an email address for the new account. It has been a whole
day already so I know there is something wrong. Any help would be
appreciative.

Check the event logs - your Recipient Update Service (RUS) should be taking
care of this. You could try running it manually and see what happens....
