You may receive this message either because you use POP3/SMTP mail client and it is not configured to authenticate with the server for outgoing e-mail or your firewall prevents Exchange from sending mail out.
If you use Outlook in "Exchange Server" mode (or OWA) you do not need to enable relaying in Exchange (your firewall needs to allow sending mail out).
