Anything is possible.

Create a html page with the content you want, put two buttons one says
I aggree and the other is I do not agree, if the I agree button is
pressed the html will redirect your to the URL of your login page. If
the user hits cancel you can send him to your companies main website
URL. Now programming HTML is not for me so you will have to ask
elsewhere.
