Did you specifically read the section that stated:

Have you verified that the appropriate hotfix is applied? Meaning, you've
called PSS and asked them for the hotfix?

Ed,
I've tried these troubleshooting links already. All of the password
change functionality is working through OWA with the exception of when an
account is marked with "User must change password at next login". If this
is selected and a user is logging in through OWA, then they cannot log
in. If this selection is unchecked, users can log in via OWA. They can
then manually change their password in OWA under the Options folder.

Hello.
I have an Exchange 2003 SP2 environment and when we create a new AD
account and check the option for "User must change password at next
logon", users that access their account initally via OWA cannot log in.
They do cannot log in. The standard OWA error is displayed:
You could not be logged on to Outlook Web Access. Make sure your
domain\user name and password are correct, and then try again.
If the change password on first login is disabled, users can login in
without any issues.
The strange thing is that the Change Password function through OWA
works, because after users log in, they can then change their password
in the Options folder. The issue occurs if the "User must change
password at next login" is enabled. If users are logging in directly
to Active directory, they are prompted to change their password.
We have many users that do not authenticate directly to Active
Directory and need to use the change password on first login feature
though OWA. Has anyone experienced this issue before?
