Only MS can answer that.

Whitelisting by domain is likely to allow a lot of spam to bypass the
filter (spoofing domains is pretty common).

Whitelisting by e-mail address is safer, but more of a PITA.

Whitelisting by IP is usually safe unless you're picking an ISP that
uses the same servers for many domains (e.g. MessageLabs, Hotmail,
AOL, etc.).

In fact they have an email white list at the client (Outlook) level,
but why no counter part at the server level? What I want is to see
Microsoft include this in their next version/update and hopefully even
release download to add this functionality.

I think the mswish@xxxxxxxxxxxxx e-mail address still works.

I am probably dreaming,
but it just seems like an important feature to have. If not it would
be nice to find someone with a bit more know how has developed a
utility to accomplish this.

Also, I am curious how imftune accomplishes this.

Have you checked the Exchange SDK? The answer might be there.
