Some organizations use subdomains as an option for bulk mailing to
separate their production mailing domain to mitigate possiblity of
being blacklisted as well.

You may want to consider outsourcing instead.
If you choose this way, you dont need another Exch Server, just a SMTP
relay on IIS or something similar mapped to a different ip address on
your firewall.

But you may find that your entire ip block gets blacklisted
regardless.


If I get the other IP address from a different block, and only used it
to send the Bulk emails, would that be acceptable?


That would require a new, seperate and distinct connection from the
ISP.

Getting an entire block blacklisted is not typical, but not unheard
of. It wouldnt make sense IMO to get a new block however.
You can try using a different ip for just mailings and see how it
works out or outsource.
