Did you look at the link that I included in my previous reply? It explains
how you can implement an event sink, but you have to have a dedicated
bridgehead server for it to work properly. It is limited in that if you
implement it on a regular mailbox server, any clients that submit messages
via MAPI (Outlook set up with Exchange account) will not get the disclaimer
applied.

If you have a Front-end/Back-end deployment, it could be implemented on the
Front-end server if you route all outbound mail through your FE server.

If you have a single server setup, then yes, you need to find a 3rd party
solution to do the disclaimer bit. Or wait for Exchange 2007.
