Outlook MAPI users will be redirected properly with or without a front-end
server. You would want a front-end server (or several), however, unless you
want to publish host names and IP addresses of all back-end servers to the
Internet DNS, which is generally regarded as a bad practice.

I am not aware of any reason you need to upgrade front-end servers to
support mailbox moves.

As to an Exchange 2003 front-end server, you will need to upgrade all your
front-end servers to Exchange 2003 before you can install any other Exchange
2003 servers. If I were you, I would pursue upgrading your Exchange 2000
front-end servers to Exchange 2003 rather than installing new Exchange 2003
front-end servers.

However, I read somewhere that while migrating from E2K et E2K3 the
best scenario would be to have a FE handle the messages in order to
have user redirected to the correct server. Besides Outlook how about
OWA?

Even moving the mailboxes internally wouldn't need an FE, in fact,
they wouldn't even use it.
If you're talking about users on the Internet you'd have to jig around
internally with firewall settings to point users at the actual FE
rather than the BE but in no case would you need to touch the clients.
