I have just done this myself using this method.
Create a new group in AD called Exchange Administor (or similiar!)
Add your account to that group. Then in ESM go to the Mailbox Store
and again add that group to the security with full control.
I had to wait a few hours for mine to take hold but after that I
could access any mailbox by opening the users mailbox in
OL2003.(File-Open-Other users mailbox)

If you have full mailbox rights, and want to see anything other than the
default folders presented in file | open | other user's folder, you will
need to add the mailbox to your profile (advanced properties of the Exchange
service in Outlook). Or, create a new profile entirely that has only the
mailbox in it.
