ADSIEdit did the trick, thanks.
The nice thing about ADSIEdit is it actually shows you WHERE the inherit is
from. That was what I needed.
It was in ADSI Edit->Configuration->Services->Microsoft Exchange.
it didn't show up in ADUC or Exchange, even with the registry key.

And if you can't find it there, use ADSIEDIT and have a look at the
Configuration naming context.
