IMF v. 2 isn't showing/assigning SCL's - don't know why

Using Exchange 2003 with SP2 (which came with IMF v.2) on a SBS 2003 Premium
SP1 server. We are a small conservation non-profit with 7 permanent and 15
seasonal employees.

I installed the SP a couple days ago per the instructions on Microsoft's
website, and then followed the advice in "Advanced Windows Small Business
Server 2003 Best Practices" to set up IMF. In System Manager > Global
Settings > Message Delivery Options (right-click - Properties) > Intelligent
Message Filtering, I set the Gateway SCL rating to 8, am using Archive for
blocking messages, and Junk email SCL rating of 5. In Connection Filtering,
I have three RBL's enabled. In General, I added my servedr's IP to the
Perimter IP List and Internal IP Range Configuration.
Our ISP hosts our email and we retrieve it via SMTP throughb Exchange into
Outlook 2003. Local mail goes just through Exchange.
I've had this running for about 48 hours now and am still getting all my
usual Spam. I added the SCL-CFG file to my PC and added it into Outlook per
the blog on MSDN "You had me at EHLO". I don't see any SCL on any
messages - EXPECT those sent from other domain users -- they are assined a
SCL of "-1".
What am I doing wrong?
