What's your recommendation for cost? Our purpose is that emails are
automatically routed to the XYZ site in case ABC site T1 is down and I do not
need to manually change the cost.
Unless the connection between the routing groups is down the outbound
mail will still be delivered to the SMTP Virtual Server, assuming the
costs are the same.

RG1 <---> RG2 <----> RG3
For example, unless the RG1<->RG2 connection is down, mail from RG2 to
the 'net will still be delivered to RG1 where it will sit until it
expires (or the connection to the 'net is restored).
