Can you tell me what I need to do - I googled UDP packets and it didn't help
at all to learn what exactly they are.

I'd start by making sure the user's really exited Outlook (rebooting
the workstation is a good idea since Word, Excel, and other "Mail
Aware" applications hold open the MAPI/RPC connection). Then verify
that there aren't any open sessions for that user (look at the logins
view of the mailbox and public folder databases).

If you have a network monitor, set up up to watch UDP packets with the
source IP of the Exchange server and the destination IP of the
workstation (you can use the SMS netmon for this if you have nothing
else). Where you setup the monitor is important if you have a switched
network.

There's too much "stuff" on Google unless you refine that search a
bit.
