If the "Allow all . . . authenticate" box is checked, isn't the
"Users" button greyed out?

I've Googled around and found a few threads inquiring about this
problem but they always end abruptly and never with an answer that
works. Help!

The first question you need to answer is whether the clients are
authenticating or not. Simply configuring them to authenticate with
the SMTP server doesn't guarantee that they really are authenticating.

In the SMTP Protocol Log (on either the server or the client), do you
see the AUTH being sent? Is the client sending EHLO or HELO to
initiate the SMTP session?

Do you use a PIX firewall? Is the mailguard feature disabled? If it's
not, the clients will never AUTH becasue they'll never be able to send
a successful EHLO command.
