Here is what I associated with an OMA connect attempt in the HTTPERR log:
2006-05-28 02:34:45 172.27.99.2 24088 172.27.99.2 80 HTTP/1.1 PROPFIND
/Exchange/goduser/ 400 - Hostname -
Can I conclude that the inability to locate PropFind is causing my problem
or is there likely more layers to this onion? If it is the problem, what
might be causing this server's inability to call PropFind?
Regarding the "favicon.ico" references in the W3SVC1 log this is apparently
a convention for displaying custom icons associated with the site. I've
seen these in logs on other servers as well and wondered about it so I
searched for it and this site,
http://www.thesitewizard.com/archive/favicon.shtml, seemed to have the most
straightforward explanation. In short, the browser is asking for the file
if it exists to customize the browsing experience specific to the target
site with custom icons. Now I understand how they get those custom icons
on the tabs and in Favorites, kewl...

Yes, of course, my statements are an error of omission, let me fill in
some
blanks...
"Have you done anything with .NET Framework?" - No, nothing beyond
installation on this server.
"Was the server a DC and you demoted it to a member server?" - Yes it is a
DC and remains a DC. I has never played the role of member server since
the
domain's inception (years ago as an NT domain).
"Does OWA work?" - Yes, perfectly.
"Does OMA work if you connect to it with IE from your desktop?" - No, that
is how I am receiving the "A System error has occurred while processing
your
request. Please try again. If the problem persists, contact your
administrator." message. I am prompted to authenticate, provide
credentials, and receive this message. I have tried multiple
Administrator-level accounts all with "Mobile Services" (and everything
else) enabled in Active Directory but to no avail.
"Did you install W2K3 SP1?" - Yes.
"Did you remove W2K3 SP1?" - No.
"Have you added Device Update 4.0?" - It was installed but since receiving
your response and reading the KB article I have de/reinstalled it, cycled
IIS, and retested. I did not reboot the server, let me know if you feel
this is appropriate in this case.
Here is what I see in the W3SVC1 log following a recycle of IIS and a test
attempt:
When you connect to OMA, the following lines from the log are what you
should see:
2006-05-27 22:57:04 172.27.99.2 GET /oma - 80 - 172.27.99.7
Mozilla/4.0+(compatible;+MSIE+6.0;+Windows+NT+5.1;+SV1;+.NET+CLR+1.1.4322;+InfoPath.1;+.NET+CLR+2.0.50727)
401 2 2148074254
2006-05-27 22:57:13 172.27.99.2 GET /oma - 80 goduser@xxxxxxxxxxxxxxxx
172.27.99.7
Mozilla/4.0+(compatible;+MSIE+6.0;+Windows+NT+5.1;+SV1;+.NET+CLR+1.1.4322;+InfoPath.1;+.NET+CLR+2.0.50727)
301 0 0
2006-05-27 22:57:30 172.27.99.2 GET /oma/oma.aspx - 80
goduser@xxxxxxxxxxxxxxxx 172.27.99.7
Mozilla/4.0+(compatible;+MSIE+6.0;+Windows+NT+5.1;+SV1;+.NET+CLR+1.1.4322;+InfoPath.1;+.NET+CLR+2.0.50727)
302 0 0
What's missing after those three lines are the "PROPFIND
/Exchange/goduser/", "SEARCH /Exchange/goduser/Calendar" and "SEARCH
/Exchange/goduser/Tasks" commands that are used to populate the
screen.
It would seem that it's the PROPFIND that's generating the 500 status.
Do you find anything in the HTTPERR log files?
This is the last command the client should issue:
2006-05-27 22:57:35 172.27.99.2 GET /oma/oma.aspx - 80
goduser@xxxxxxxxxxxxxxxx 172.27.99.7
Mozilla/4.0+(compatible;+MSIE+6.0;+Windows+NT+5.1;+SV1;+.NET+CLR+1.1.4322;+InfoPath.1;+.NET+CLR+2.0.50727)
200 0 0
At this point you should have the basic opening set of links displayed
on the screen:
Inbox (xxx new)
Calendar

.
.
Mail Folder Tree

I'm not sure where this is coming from:
2006-05-27 22:57:35 172.27.99.2 GET /favicon.ico - 80 - 172.27.99.7
Mozilla/4.0+(compatible;+MSIE+6.0;+Windows+NT+5.1;+SV1;+.NET+CLR+1.1.4322;+InfoPath.1;+.NET+CLR+2.0.50727)

OMA doewn't use any icons. Was this from an OWA session?
Thanks for these leads.

Not much in the IIS log files either. I only saw success return

If you're not seeing activity from the client in IIS then the client's
the problem. :)
There has to be some sort of request for there to be a 500 (system
error) status code (or any other status code).
Should I be looking at log files other than the ones associated with the
parent web site? Perhaps I am missing a critical piece of the
diagnostic
puzzle here?
There's a lot left unsaid in your original post. Have you done
anything with .NET Framework? Was the server a DC and you demoted it
to a member server? Does OWA work? Does OMA work if you connect to it
with IE from your desktop? Did you install W2K3 SP1? Did you remove
W2K3 SP1?
Have you added Device Update 4.0?
