That should do it. It's worked every time I've done it that way.
The user also has rights as owner of the Public Folder.
Is there a chance that there are multiple items in the AD that
represent that public folder? I've found scads of duplicates and
objects that represent PF's long ago removed in the Microsoft Exchange
System Objects container.
You could "mail-DISable" the public folder and then see if there are
any remnants of the folder in the MESO folder -- and look on each DC
in each domain, don't stop after looking at the 1st one.
