Moving users between different organizations

A client has an old domain/server/forest that they want to scrap due to the
business closing. The old system is running Win2003, Exchange 2003. I
setup a brand new system with Win2003, Exchange 2003 and for whatever reason
the Migration Wizard cannot logon to the source server even though I setup a
trust.

So, what I need to do is transfer over existing user accounts & email
accounts to the new domain/forest. What is the best way to get this done?
From what I have read Exmerge can extract data but they will not be able to
reply to existing messages.

Please help as the old system is very unreliable and on its last leg.
