inbound message refusals....exchange? symantec? watchguard?

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance



I am getting a large number of message refusals inbound (intermittent) and I
am trying to figure out if its the firewall (watchguard firebox III/700),
symantec mail security or exchange itself.

Any help you have to offer would be greatly appreciated.

The messages look generally like this:

from 209-112-217-246-cdsl-rb1.nwc.acsalaska.net [209.112.217.246]
