If you can send to/receive from the Internet then your mail to that user not AD should be delivered just fine.

Hi
We have an exchange server in our office which is also our domain
controller. All users in the office have a profile in Active directory
and an exchange mailbox.
We have a remote user that is NOT in active directory and therefore any
email to the user from anyone in our office is undeliverable. Ideally,
i would like to add the user to AD and then allow him to access him
mail via the exchange.
Is it possible to allow access to the exchange via our static IP or
would he have to VPN into the network (dont really need this from what
i can see)
Novice here so any advice much appreciated!
