thanks for the info Ben,
I was also looking at downloading Server 2003 eval, but do I really need to
in this case? What problems will I have running Exch 2003 on 2000 Server ?

To upgrade from the Eval version to the full retail version you simply have.
to insert the Retail CD and reinstall Exchange. You'd then re-apply the
service packs.
*Please* keep in mind that in your case, you can download either the
Standard OR Enterprise Eval, but if you download the Enterprise eval, you
*cannot* install the retail Standard over the top as that is considered a
downgrade. Options are:
Eval Standard -> Retail Standard
Eval Standard -> Retail Enterprise
Eval Enterprise -> Retail Enterprise.
Hope that helps.

the eval thing sounds useful, but what will have to be done when I get my
"real" version in order for my running install to be validated, etc. ?

If you can't reduce store size you can download eval version of E2K3 and
do an upgrade with that. Then you will have 3 months to convince
management to spend $650.
If you can get below 16GB, try reducing store size further by moving
biggest items to .pst/file system and wait for Exchange 2007.

I did the registry tweak to allow 17GB temporarily, but I'm still not--
able to
mount the mailbox store. I'm afraid its over 17GB already somehow.
I'm about to add a drive to my system to move the biggest database to
it so
I can run the defrag on it. After I defrag all the databases and it
still
won't mount what are my options? (yes, I'm telling my execs that we
need to
upgrade to 2003 to really fix this issue, have for over a year now,
maybe
they'll give me the money this time)
