Could the SMTP VS be listening on a different IP address? Or is the public
IP being routed to a different IP address because you should be able to
connect.

Tried telnetting from two different machines - one VMS and one Windows.
Both are in the local network.
VMS response:
SYSTEM>telnet mail 25

Any ideas. I'm still getting emails from outside our network that connect
to the same SMTP Virtual server.

Also check that IP used to connect is the one you think it is.
