Attachments become part of the message. They aren't sent separately.
It's unlikely you'll find a message with 100K of text, but a 100K
attachment isn't very big. Setting the message size limit at 125K
would be enough to prevent abuse. Adjust the sizes relative to what's
good for your organization.
If you're asking about how large an attachment can be before it
becomes a problem, that depends on what you consider to be a problem.
With adequate storage and a fast network, big attachments don't pose
much of a problem until they start climbing beyond, say, 50MB.
Limiting mailbox sizes keeps the abusers at bay pretty effectively,
more so than artificially low message sizes.
