The intent is just to check the content of outgoing email from only a few
individuals, not the whole company, to see if confidential material is
being sent to a competitor. I don't think the plan is to do it for a long
period of time. Since I personally am new to Exchange 2003 I did not know
if this was something that could be easily accomplished. Am I to
understand that it is not a simple task?

Your boss needs to get a life, or be a lot more specific about what the
requirement/intent is.
Is the intent to review content coming from a certain group? Filter it?
Archive it for regulatory retention? There are features and/or products
directed at each of these. Each one has it's own specific impact on your
enviroment that need to be taken into account before implementation. An
example would be journaling. To blindling start journaling all mail to
an existing server will likely break your environment. The load produced
by journaling was likely not a factor when your environment was designed
and provisioned. Dumping all that extra load without adequate
infrastucture in place will bring a server to it's knees. Archiving?
Have you though about where you'll store all that mail? Content review?
Are you hiring more headcount to review each mail? etc..
Figure out what the requirement is, then come up with a proposal to meet
that requirements. In the proposal make sure you evaluate what changes
to your environment (hardware, software, bandwidth, people) will be
required to support the requirement.
